When the Ontario government returns to the Legislature this fall there is unfinished business it urgently needs to attend to. Ontario is facing a critical infrastructure investment decision intended to ensure that our province will have a reliable, clean and cost-efficient electricity supply to power our homes, hospitals, schools and businesses. The construction of additional nuclear generating units at the Darlington site will sustain the province’s economic development while protecting its environment and creating jobs and employment well into the future.
The Darlington Joint Review Panel delivered its report on the Darlington new nuclear project environmental assessment to the federal minister of the environment on Aug. 25. The panel concluded that the project would not result in any significant adverse environmental effects given specific mitigation features. This major milestone puts Ontario one step closer to moving forward with the Darlington new nuclear project that involves the construction and operation of new nuclear power reactors at Ontario Power Generation’s existing Darlington nuclear site in the municipality of Clarington.
The project will provide up to 60 years of base load electricity for the people of Ontario and will create significant employment for the construction trades and in Ontario’s manufacturing sector to help sustain Ontario’s economic recovery. Recent estimates by the Canadian Manufacturers & Exporters Association show that the construction of new Candu units at Darlington could result in 30,000 person years of direct employment. Of these, approximately 9,000 person years of employment would be created in Ontario’s manufacturing sector that would supply most of the specialized and high quality equipment for the new Candu nuclear units. Many of these valuable manufacturing jobs are in small- and medium-size firms that form the backbone of our economy. They are often located in smaller communities stretching from Windsor to Pembroke.
We are proud of our unique homegrown Candu reactor technology that has been successfully deployed in Ontario, Quebec, New Brunswick and overseas. The 20 Candu reactors that were constructed in Ontario have operated safely and reliably and continue to supply over 50 per cent of the province’s base-load electricity while avoiding 80 million tonnes of carbon dioxide that would have been produced every year by equivalent fossil-fuel burning generating plants.
With the planned shutdown of all of Ontario’s coal generating plants by 2014 and the decommissioning of the older Candu units at Pickering over the next 10 years, Ontario will require new base-load generation by 2020-2022. Ontario therefore needs to make decisions now to proceed with two new enhanced Candu units at Darlington. An announcement to construct Candu units at Darlington will enable Candu Energy Inc. (formerly AECL) to compete successfully in export markets such as Jordan, Romania, Argentina and China; creating even more jobs in Ontario’s manufacturing sector: our largest and most important sector.
There are examples of Ontario companies that have diversified from traditional manufacturing into nuclear equipment suppliers in recent years. We work within a global marketplace but these are decisions that are that are within our control. We urge the Ontario government to make a timely decision on the Darlington project to ensure that Ontario will continue to enjoy a reliable and clean electricity supply and a healthy domestic nuclear industry.

When the Bell Union CTEA wanted to screen and qualify 4 Vice Presidents, they called Adventis Personnel Inc.
The process was a smooth transition, with the President of Adventis Paul Schell leading the Board evaluations with the senior staff.
A customized 10 point assessment tool was created by Paul to assess the most suitable candidates in the selected areas that the CTEA deemed most suitable. A formatted process was used to qualify and select the short list of applicants, which provided CTEA with fully successful and completed placements in both Montreal and Toronto.
